The public has been bewildered by the rapid changes in national and European policy on the reception of migrants. From the supervised arrivals following the agreements for the European operation Sophia, to the stricter and more rational regime of the Gentiloni government, inspired by Interior Minister Marco Minniti, to the almost total closure of ports by the yellow-green government, by initiatives of Matteo Salvini, to the current situation of uncontrolled arrivals. The trouble is that there is no homogeneous European legislation to regulate the issue of immigration, although, in the past two years, at the urging of Mediterranean countries, Europe has been struggling to create a system of reception and integration that responds to the principles of international law and those of the Treaties. But, so far, with little success, given the opposition of many member states, particularly Germany and its satellites and some Eastern countries. In September, the International Week of Deaf People is celebrated around the world. "A world where deaf people can use their sign language everywhere!" is the theme chosen for this year that will accompany us from September 18 to 24. There are about 300 sign languages in the world, and states very slowly recognized and made them their own. In Europe, Portugal started in 1997, while Italy recognizes, promotes and protects Italian Sign Language (LIS) and Italian Tactile Sign Language (LIST) with a law only since 2021. In 2017, the United Nations General Assembly chose September 23 as the day to remember, recognize and promote sign languages. September represents throughout Italy the time for the return to school. 7 million children, boys and girls in these hours are packing their backpacks for the first day of classes, ready to walk through the school door again or for the first time. As always, these are days filled with different and mixed emotions: there is the excitement of a new beginning, but also the sadness for an exciting summer that is now over, the eagerness to find out what the school year will have in store for us, and at the same time the fear that something might go wrong. On July 21, 2023, the John Paul II Foundation received the status of an International Organization Validated by "CAF International Global Charity Database." Charities Aid Foundation America is an organization that allows U.S. companies, associations and citizens to make donations to organizations around the world, guaranteeing them on the one hand a tax deduction and on the other hand the solidity and transparency of the charities they accredit. CAF America went through the entire exhaustive process of verifying and reviewing the organizational chart, mission, financial status and business plan of the John Paul II Foundation, recognizing it as eligible for inclusion in its database. The John Paul II Foundation will henceforth be able to receive donations from U.S. donors through CAF America. This is a very important milestone in continuing to improve the lives of the most fragile people in the Middle East, Italy and everywhere in the world. ...

 On July 19 and August 1 we were convened with other operators-mayors and representatives of institutions-in the Prefecture in Arezzo to agree on possible solutions to the exceptional increase in asylum seekers. We took note that the new provisions (l.n.n. 50/2023, Cutro Decree) provide for the drastic decrease of the services hitherto provided to the guests of the Extraordinary Reception Centers, limiting them to the provision of room and board only. President Andrea Bottinelli's letter of greetings addressed to all those who contribute to the promotion of the Foundation's values and work. From Feb. 23 to 27, the second "Mediterranean Frontier of Peace" meeting of reflection and spirituality was held in Florence.
